Locals claimed that the water development board and the local authority did not close the sluice gates of Moddho Khontapara village before the cyclone approached.
Mohammad Tipu, a local dweller and volunteer Coastal Community Resilience Project of Jagrata Juba Shangha (JJS) told the Business Standard, "The preparation to combat cyclone Bulbul was acceptable but the authorities did not close the sluice gates as a result houses had gone under water due to the long tide.
Hundreds of farmer's cropland also devastated after the tide, he added.
Md Mahmudl Hasan, project manager of Coastal Community Resilience Project also confirmed the matter to the Business Standard.
When contacted, Upazilla Nirbahi Officer Sarder Mostafa Saheen's phone was found switched off.
