Reporting to: Child Protection Specialist, Dhaka
A. Objectives:
Goal and Objective:
Under the direct supervision of the Child Protection Specialist Pillar – III (P4) the Contractor will be working with Violence Against Children and Women (VACW) team, UN Agency and Government aligning with RWP, RTAPP and CPD to achieve the output- children including adolescents, families and their communities have increased knowledge and understanding of violence against children and women, and are empowered to prevent violence and other harmful practices including in climate affected locations and other humanitarian settings.
Expected Outputs:
Under the direct supervision, guidance and leadership of Child Protection Specialist (P4), The following outputs are expected to be produced:
- Develop quarterly work plan with necessary funding allocation and requirements aligning with RWP and RTAPP.
- Development of Program monitoring tools to be used in the field and revised accordingly with the coordination of Information Management Officer (IMO)
- Support and plan to achieve the target of the project following strategic approach and partnership.
- Support to develop data collection methodology through online platform (Primero) with necessary coordination of IMO.
- Develop different analytical presentation, dashboard for the donors and visitors and government as required
- Support to develop and review different ToRs, costing analysis, evaluation as per the project plan
- Review the time-to-time DCT with the coordination of government/APC team
- Provide technical support to the VAC team to implement the program efficiently and effectively.
- Provide capacity building orientation to the field team, APC team as required
- Internal coordination and alignment with UN Agency child protection strategy and relevant documents.
- Visit the field as required and submit the mission report for the improvement.
- Participate in the government meeting with ministry/secretary as required.
- Submit monthly accomplishment and review progress report as required.
B. Background:
In Bangladesh physical punishment and psychological aggression towards children is common. The Bangladesh Multiple Indicator Cluster Survey (MICS) report in 2019 by the Bangladesh Bureau of Statistics with the technical and financial support provided by the United Nations Children's Fund further pointed that overall, almost all children for whom survey data were collected (89%) experienced any violent discipline in the month prior to the survey conducted. These data are alarming and indicate an urgent need to protect the physical and emotional rights of children in Bangladesh. Regardless of age, nearly 35% of women in Bangladesh think that physical punishment is necessary to raise or educate a child. These data indicate that attitudes towards physical punishment of children has not changed over time. UN Agency believes that enforcing laws to protect children sends a strong message to society that violence against children is unacceptable. Therefore, UN Agency Bangladesh has been working with the Govt. for necessary legal reforms so that the Children Act of Bangladesh is in harmony with the international standards outlined in the United Nations Convention on the Rights of the Child. UN Agency Bangladesh also supporting the government and civil society organizations to prevent and respond to violence, exploitation and harmful practices through a child protection system strengthening approach in which capacity building of families and communities in protecting children is critical. UN Agency Bangladesh is investing significant efforts to build the capacity of its staff as well as communities, parents, caregivers, and key stakeholders in order to enhance their responsibility to protect all children in Bangladesh .
The individual contractor will work in EU funded project under the overall leadership of Child Protection Specialist (P4) and guidance of Chief of Child Protection, UN Agency Bangladesh. The Terms of Reference (ToR) has been prepared to seek support from a qualified individual contractor to implement EU funded project with effective coordination of Ministry of Women and Children Affairs (MoWCA), Ministry of Social Welfare (MoSW) and other key governmental and non-governmental partners like Ministry of Youth and Sport, Ministry of Health and Population and Ministry of Education as relevant. The contractor will provide technical support to develop work plan, program and progress monitoring, budget controlling and fund tracking, monitoring and evaluation especially support to MoWCA and the team to implement the program following donor compliances with effective coordination, communication to prevent violence against children and women and harmful practices in Bangladesh.
C. Scope of work:
The individual Contractor is expected to provide technical support to the team and MoWCA for effective implementation, strategy development, coordination, communication, monitoring and evaluation of EU funded project aligning with Rolling Work Plan (RWP), Revise Technical Assistance Project Proposal (RTAPP) and donors conditionality.

E. Consultancy Costs:
- The salary range will be BDT 2,50,000 - BDT 3,00,000.
- The consultant will be based in Dhaka and may need to travel as per the needs.
- Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
F. Profile Requirements & Qualification Skills
Minimum Qualification:
- At least Master's.
- An Advanced University Degree in Business Administration/ Management/ Finance/Development Studies/ Foreign education or other related field.
Working Experiences:
- At least 5 years' experience and expertise on program planning, designing, partnership, implementation, grant management, coordination, monitoring and evaluation especially child protection programing.
- UN experience with relevant expertise with NOB is most preferable.
Language Requirements
Fluency in written and verbal English and Bangla.
Other requirements
- High level of Integrity and commitment to responsibilities.
- Conceptual ability, communication, and coordination skills.
- Familiarity with UN systems is an asset.
