Recently UNOPS Bangladesh has signed two agreements with the Directorate General of Health Services (DGHS) of the Ministry of Health & Family Welfare, funded by the World Bank and the Global Fund fights against Aids, Tuberculosis and Malaria (GFATM) respectively. Another one project is in the pipeline and will potentially be signed soon. UNOPS is responsible for the procurement and installation of health equipment and supplies across Bangladesh government hospitals and some construction work in connection with the installation of the equipment as necessary. UNOPS Sri-lanka will engage suppliers through a tendering process to successfully conduct the equipment procurement, installation and construction work.
Purpose and Scope of Assignment
The Project Management Support Officer will work under the guidance and supervision of the Senior Project Manager(SPM) for UNOPS Emergency Health Procurement, while working closely with the Head of Support Services (HOSS) in the Hub as well as the UNOPS Procurement and Finance team in Sri-lanka. S/he shall provide support to the delivery of the health procurement implementation, finance and HR for the projects, specifically the incumbent will be responsible for the following non-exhaustive substantive tasks which can be expanded by the project/supervisor as and when needed:
Functional Responsibilities
The Project Management Support Officer will work under the guidance and supervision of the Senior Project Manager(SPM) for UNOPS Emergency Health Procurement, while working closely with the Head of Support Services (HOSS) in the Hub as well as the UNOPS Procurement and Finance team in Sri-lanka. S/he shall provide support to the delivery of the health procurement implementation, finance and HR for the projects, specifically the incumbent will be responsible for the following non-exhaustive substantive tasks which can be expanded by the project/supervisor as and when needed:
Procurement and Logistics Management:
- Assist the SPM in full compliance of assigned procurement activities with UNOPS rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system.
- Closely work with the UNOPS Sri-lanka Procurement Team in implementation to the different steps of the procurement processes as necessary.
- Liaison with the respective DGHS projects Procurement & Logistics Focal point to follow up and progress update of the projects.
- Monitor project progress ensuring that work packages are being executed properly. Follow up with contracted suppliers for timely delivery of equipment.
- Accept goods, services or works delivered by suppliers where required
- Support DGHS to facilitate their timely obtaining of necessary custom clearances of the internationally procured items. Liaison other UN agencies, if needed, in order to implement UN tax exemption privileges.
- Maintain and Update the roster of health procurement services providing suitable firms or institutions.
Financial Management:
- Process all payments for the Emergency Health Procurement projects in a timely manner in accordance with the signed agreements with the DGHS. Ensure documentation required for payment process and liaising with the Sri Lanka Finance Team to process and monitor all payment requests within the projects;
- Support the SPM and Sri-lanka office by monitoring budgets, cash flow forecast and reporting on expense obligations to ensure that deliverables are met.
- Prepare periodic financial reports including developing financial monitoring and reporting formats as per UNOPS and donor requirements for onward approval of SPM. Maintain all supporting project financial documents for audit and review processes;
- Monitors projects finances and advises the SPM accordingly; tracks expenditure and advises on relevant action when required to revise budgets;
- Liaise with appropriate teams and individuals in the UNOPS Headquarters, Regional Office and Hub Office for the required project support;
- Ensure accurate data entry into UNOPS One UNOPS Project (OUP) and in UNOPS ERP, in consultation with the UNOPS Sri-lanka finance team.
Support to project Human Resources Management:
- With Support from the UNOPS Country/Hub HR Team, assist in the recruitment and contract amendments, where required, for UNOPS to deliver its operations for the Emergency Health Procurement Projects without interruption.
Knowledge Management:
- Participate in the relevant Communities of Practice
- Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.
Monitoring and Progress Controls
- The project-plan and its implementation including equipment delivery timeline & quality assurance, project budget and project duration are well tracked and informed to the SPM periodically.
- Project issues and proposed corrective actions are tracked and reported immediately.
- Project-related reports to be submitted to internal stakeholders of UNOPS as well as external partners are drafted in a timely manner.
Education/Experience/Language requirements
Education:
- A Master's Degree in a relevant field e.g. Business Administration, Procurement/Logistics, Emergency Management, International Relations of any other suitable discipline.
- A combination of Bachelor's degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.
Experience:
- A minimum of 2 years relevant and progressive professional experience in the field of Project Management and/or Operations Management/Support Services with focus on monitoring, reporting and coordination.
- Experience in international procurement/Logistics management will be an asset.
- Experience and demonstrated knowledge of UN rules and procedures in Procurement, Logistics, Finance and HR Management will be an advantage.
Languages:
Fluency in English & Bengali is essential (must be able to effectively communicate in both oral and written)
