Programme Background
With the support of RVO's EnDev Innovation Window, SNV Bangladesh iis going to implement the Bangladesh Energy Access to Modernization (BEAM) Fund in Gazipur and Jhenaidah Districts. The objective of the BEAM Fund is to test a viable modality for the use of demand-side contribution that places the choice for quality e-cooking options in the hands of vulnerable customer segments.
The project will test the effectiveness of conditional demand-side subsidies to consumers as a means to improve the effectiveness of financing in reaching vulnerable market segments. The innovation will be modelled upon SNV's global track record and expertise in the delivery of Results-Based Financing (RBF) while integrating elements of retro-fit and conditional cash transfer design principles to enhance a market-driven approach for socially inclusive use of demand-side subsidies.
SNV Bangladesh is also piloting Modern Energy Cooking Services (MECS) project supported Solar PV & Grid integrated e-cooking project in urban slum localities of Dhaka under the leadership of Southampton University UK. This project aims to research on the willingness to pay for access to the E-cooking network and understand the complex social and cultural issues which may act as a barrier to uptake.
Job Description
Context and purpose of the job
The Project Field Officer is part of an SNV Country Organisation and is appointed to one or more Energy projects in the country.
The Project Field Officer works at a sub-national level, ensuring the (quality of the) service delivery to the client or user community. Executes the local delivery of the project conform advice given by the advisor(s)/ project coordinator and conform SNV procedures and guidelines, making sure timelines and project standards are met. Anticipates on delivery challenges to ensure service and delivery continuity.

Service & process delivery
Provides process services and delivery to reach project goals, as advised by the advisor within given guidelines, ensuring consistency and quality of deliver. Guides and trains locals in (training towards) performing conform project goals.
Internal and external communication
Informs and is informed about the development / changes in the project, is consistent responsive to the client community and pro-active and confident in engaging with external stakeholders (government, NGOs, private sector or other relevant stakeholders)
Project data handling
Collects data in the field (paperwork) checks and enters all relevant data into relevant system(s). Signal's abnormalities.
Process improvement
Assesses service delivery quality and adapts service processes, to increase efficiency.

Qualifications
Education: University degree in business administration, social science, environmental science, engineering discipline or other relevant background from a recognized institution.
Experience: Minimum 3 years relevant experience in project implementation.

Additional Information
Duty station: Dhaka with frequent travel to other programme areas
Contract Duration: The duration of the proposed contract is up to 12 months with a possibility of extension depending on performance and availability of funds.
Expected Joining Date: As soon as possible.
Working Hours: Full time (minimum of 40 hours per week)
Salary & Benefits: The total Gross salary package (basic salary + House Rent Allowance + Transportation Allowance + Medical Allowance) will range between BDT 64,252 and BDT 73,177 per month, depending on the selected candidate's work experience.
