Duty Station: Mainly Dhaka with frequent field visits.

Reporting to: Child Protection Manager, UNICEF, Dhaka.
A. Objectives :
The objective of this ToR is to hire a national consultant to assist the focal person from the Ministry of Youth and Sports (MoYS) with the overall UNICEF supported S4D prorgammes. The Consultant is expected to support accounts and admin related activities under the partnership between UNICEF CP section and Ministry of Youth and Sports (MoYS). The description of major assignments are as follows:
Description of the major assignments:
- Coordination and collaboration between UNICEF and MoYS
- Programme implementation including supply and logistics
- Financial management including DCTs and liquidations following HACT Framework
- Monitoring, evaluation, reporting, documentation with quality assurance
- Reporting and documentation with excel and
- MS Office Package, (Word, Excel and PPT) preparing speeches for high officials of UNICEF and MoYS
S/he will work under the overall supervision and guidance of the Deputy Secretary, MoYS, the focal person of MoYS, and in direct collaboration with the responsible officials in field offices under the Ministry. The consultant will support to perform functions around financial administration, verification of payments, general accounting duties related to the partnership, managing financial documents and work in accordance with the financial rules and regulations standardized by UNICEF and Bangladesh Government. The consultant will be formally reportable to UNICEF MoYS focal person in consultation with Child Protection Manager.
B. Background:
UNICEF and MoYS signed a MOU on 18th April 2022 to work S4D jointly. The present S4D initiative with MoYS will offer a unique opportunity to enhance UNICEF's partnerships with different GoB, I/NGOs, CSO partners, Private sectors, and sports federations by bringing into limelight the hidden talent scattered across the country with a strong potential to change the lives of children and adolescents. It is not possible to implement S4D interventions solely by the Ministry of Youth and Sports (MoYS), it will require coordinated efforts of multiple ministries and directorates and their offices at divisional, district, and upazilla levels. The potential partners are as follows: i. Ministry of Women and Children Affairs (MoWCA); ii. Ministry of Women and Children Affairs (MoSW); iii. Ministry of Local Government Rural Development & Cooperatives (MoLGRD&C); iv. Ministry of Education (MoE); v. Ministry of Health and Family Affairs (MoHFA); vi. Ministry of Primary and Mass Education (MoPME); vii. Ministry of Information (MoI); viii. Center for Injury Prevention and Research, Bangladesh (CIPRB) and ix. Other sport-led organizations / CSOs.
The MoYS requested UNICEF to hire a consultant as "HR and Admin" to assist the focal person from the ministry with coordination and collaboration, financial management; ensure supply and logistics, and monitoring, evaluation, and quality assurance. The financial activities i.e., budget preparation, fund request to Unicef, fund disbursement, salary payment, bill voucher collection from field level submission of bill voucher to Unicef, keeping bill voucher for audit etc. have been carried out by Finance and Admin Manager. The consultant will collaborate and coordinate with MoYS and UNICEF with the upcoming activities on S4D on a regular basis.
C. Scope of work
Work closely with the focal person from MoYS and with UNICEF CP focal person for MoYS and CP manager for smooth implementation all the sports under the UNICEF-MOYS partnership. The specific scope of work is as follow:

- Work under the guidance of the Deputy Secretary, MoYS, UNICEF focal persons of MoYS, and CP manager
- Coordinate and collaborate between UNICEF and MoYS for smooth implementation of S4D prorgamme in the country.
- Coordinate with District and Upazila sports officers for arranging sports events, and related activities.
- Coordinate with DD-DSO (district sports officers) and Community Mobilizers (CMs) in preparing work plan, budget, and implementation.
- Support in the programme implementation in all the possible locations under the MoU of UNICEF ad MoYS including supply and logistics
- Perform functions around financial administration, verification of payments, general accounting, duties related to the partnership, managing financial documents and with the financial rules and regulations following the HACT procedures within time.
- Overwork on financial management including DCTs and liquidations.
- Support the MoYS on monitoring, reporting, documentation with quality assurance
- Work on MS Office Package (Word, Excel and PPT) as appropriate
- Identifying needs of necessary supply and logistics and ensure proper utilization of all supply and logistics and regular reports on status of supplies.
- Prepare quarterly, half-yearly, annual report (quantities and qualitative) and financial reports.
- Contribute the MoYS to organize regular programme monitoring visits, donors/ GOB visits to ensure mitigating the gaps for quality improvement,
- Submit progress reports to UNICEF, DD-DSOs as appropriate.

E. Reporting Requirement
- The consultant will be reportable to the focal person from MoYS and UNICEF focal person for MoYS in consultation with CP Manager on UNICEF.
F. Consultancy Costs
- Consultant will get BDT 256,000 per month (Salary BDT 216,000 &TA/DSA BDT 40,000) consolidated including travel and DSA; other cost communication equipment, PC etc. are bear by the consultant.
G. Qualification requirement
- Master's Degree in Accounting or related field or mid-level accounting professional qualification (e.g., Level 2 ACCA, Level 3 CGA A)
- Working experience as UNV expert / specialist would be an added advantage
- Minimum of 10 years of exp in the field of programme management, coordination and implementation and financial management would be preferred
- Knowledge on S4D and CP and prevention of violence is an asset
- Good computer skills in common word processing (MS Word), spreadsheet (MS Excel), and accounting software including PPT preparation skills.
- Good written and oral communications skills.
- Demonstrate strong competencies in drive for results, communication and working with people.
- Experience in working with government counterparts and civil society organizations will be an asset
- Excellent communication and PPT preparation and presentation skills on programmatic perspectives in Bangla & English
- Fluency in Bangla and English required
- Willingness to travel frequently, including hard to reach and remote areas on a weekly basis
H. Administrative Issues
- Ensure payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.

- If the consultant required to travel outside their duty station, prior approval will be required, then travel costs will be reimbursed at actuals and DSA will be provided at 2,500 taka per day.
- Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
