Reporting to: Health Managers, UN Agency, Dhaka.
A. Objectives:
The objective of hiring national GIS consultant is to provide technical support to DGHS, MoH&FW to analyse survey, routine HMIS and COVID-19 data using GIS mapping, visualisation through online dashboard and help policy makers to understand and take decisions based on geospatial data.
B. Background
The Government of Bangladesh's the current sector programme on health and nutrition sector (HNSP 2017-2022) has prioritized health systems approach for evidence generation, and health & nutrition programming based on availability of quality routine health services data through Management Information System (MIS). Ministry of Health and Family Welfare (MoH&FW) has been using the web-based MIS system "District Health Information System (DHIS2)" from national to community level for reporting, analysis and use of health service delivery administrative data. UN Agency views routine HMIS as a critical entry point for equity-based programming and district health systems strengthening approach, through facilitating enhanced data availability, integration, quality and use, at subnational levels including the point of care.
Moreover, country leads some key health surveys at regular interval, such as, DHS, MICS, HFS, CES, SRVS, BMMS which guide country's sector program designing and set country targets to monitor achievements towards SDGs. UN Agency views routine HMIS as well as health surveys as a critical entry point for equity-based programming and district health systems strengthening work, through facilitating enhanced data availability, integration, quality and use, at subnational levels including the point of care.
Bangladesh is currently facing an increase in the number of COVID-19 cases over the last few weeks since early April 2021. This is being the second wave of COVID-19 and there is increasing concern on this rise in cases as well as the country's capacity towards effectively responding to the pandemic. The real-time data generation and analysis around covid-19 are very critical for timely response to tackle the pandemic.
Since the beginning of pandemic in early March 2020 in Bangladesh, UN Agency has been supporting the Directorate General of Health Services and the Management Information Systems (MIS) department towards developing DHIS2 surveillance and aggregated system for reporting. A COVID-19 dashboard has also been developed with the guidance of DG, DGHS and is updated daily to present information on COVID 19 response nationally (http://103.247.238.81/webportal/pages/covid19.php). This portal displays the data from the laboratory about the positive cases, daily number of people in quarantine and isolation as well displays hospital facility readiness information.
Over time, the use of location data became increasingly common in the programme management. There's significant and increasing demand for geospatial data and location-based datasets that are directly relevant the overall programme management, such as administrative boundaries, population distribution (demographics), transport networks, environmental hazards and locations of service facilities, such as health facilities, schools, and more.
With an external geospatial environment that is evolving at a blistering pace, today, across UN Agency there is a significant and increasing demand for many types of geospatial work. The benefits of fit-for-purpose geospatial work to our programming/core business are clear, including more rational use of resources, inclusivity and engagement, and more solid foundations for making decisions. This is particularly crucial in some of the areas where UN Agency's work is evolving the most quickly, including our responses to COVID 19, urbanization, changing migration, service coverage patterns, and more applied understanding to multivariate risk like climate change.
Using spatially defined infrastructure, services and population data may help to understand where services reach, or fail to reach, children - and where the opportunities lie for meaningful investment in service delivery systems. Geospatial tools enable to track different situation, analyse the geographies of inequality, and monitor endemic disease trends or outbreaks of different disease. They may also enhance our understanding of the situation of women and children by complementing traditional data systems such as census data, administrative data, household survey data, vital statistics and economic data and the HMIS data.
In this context, it is an urgent need to supplement technical assistance on analysis of data through GIS applications using routine, survey and COVID-19 data which will facilitate more geospatial analysis and evidence -driven decision making.
C. Scope of work
The consultant will perform the specific tasks in collaboration with UN Agency HMIS team and Directorate MIS, DGHS, Directorate Hospital of DGHS, MOHFW.
The specific scope of work as follow:
Geospatial data collection and management
- Data Management- Assist office in gathering of data, cleaning and working with data for map readiness
- Process creation and management to embed recurring maps and geospatial products as part of office processes
- Collecting and validating the admin boundaries in Bangladesh with special focus on urban areas to be able to integrate with other data on urban health.
- Configuration: assist office in properly configuring geospatial tools to office needs, including data architecture and integration into UN Agency systems
- Developing an ArcGIS Online (AGOL) database as UN Agency Geospatial Repository for Bangladesh country office with different data sets.
- Conceptualize the urban system framework to capture and analyse spatial and geographic data with the service delivery data which is available through surveys and other information system.
Mapping and GIS products, data analysis, spatial statistics
- Assist UN Agency health team in the creation of maps based on varying use cases including coverage, and service delivery by districts/upazilla/divisions
- Day-to-day geospatial data gathering, normalization, and use for analytical for advocacy products.
- Documentation of products, processes and workflows to enable knowledge transfer
- Templates/templating for regularizing geospatial products in different programme within the health section
- Product standardization for publication, internal and external use
- Aid in interpretation of analysis and products for application to programming or operational needs
- Generate geospatial mapping using routine HMIS data and COVID-19 data.
- Prepare the data visualization using Arc GIS dashboard using Power BI
Knowledge management, technical writing, documentation
- Create materials, technical briefings, manuals, and other geospatial-related technical documentation on products or processes to strengthen the use of data for decision making
- Provide documentation on analytic methodologies and approaches for reproducibility and reporting
Supporting organizational strategy, change management, and capacity building
- Conduct in-person trainings to staff and partners on the use of geospatial data and technology
- Develop training materials and workflows to assist the use geospatial data and tools

E. Consultancy Costs
- Consultant will get 240,000 BDT per month
- Computer and communication will be borne by the Consultant
- Stationary and other office equipment, will be borne by the Consultant
- Travel cost and travel arrangement in the field, will be borne by the consultant
- Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
F. Profile Requirements Qualification Skills
- Have bachelor/master's degree preferably in GIS Science or Geoscience,
- At least three years working experience with Data management and geospatial analysis.
- Experience in data management (including storage and transfer) and developing workflows
- Experience in working with clients to embed geospatial information and services within programmes and /or office operations
- Demonstrated experience, with examples, in developing standardized and reusable templates and associated guidance for systematizing and mainstreaming geospatial approaches for regular and repeated processes
- Experience of deploying and configuring geospatial tools to office needs, including data architecture and integration
- Demonstrated experience creating maps and facilitating the articulation of use cases.
- Experience working with diverse stakeholders and teams in gathering, cleaning, sensitizing and mapping data
- Experience developed standardized geospatial materials and maps for a variety of audiences within health section.
- Experience developing documentation on spatial analysis methods
- Experience with examples of materials, technical briefings, manuals, and other geospatial-related technical documentation on products or processes
- Strong skills to use data visualization tools such as Tableau, Power BI, click data and others.
- Understanding and experience on the health and Nutrition Indicators
- Experience in a UN organization is an asset.
- Fluency in English required. Knowledge of another UN Language is an added advantage.
- Strong skills on coordination and liaison with government, NGO and related stakeholders
