Program Brief
Founded in 1933, the International Rescue Committee (IRC) is one of the world's leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.
The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women's protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Recently IRC has also introduced two new programs: Protection Rule of Law (PRoL) and Education. Through 2018, the IRC's response strategy will primarily target Rohingya refugees in Cox's Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox's bazar and to other parts of the country, thus expand its' networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox's Bazar and other parts of Bangladesh.
Purpose
The IRC Medical Doctor will be responsible for the management of the IRC's Primary Health Care Center (PHCC)/ SRH Center activities in the Rohingya Refugee Camp, Cox's Bazar. The Medical Doctor will assist with set-up of Clinics and layout, supplies, staff recruitment, guidelines and procedures, outreach services. The position will implement and take charge of the PHCC/ SRH teams, conduct daily clinical care activities and will be responsible for ensuring the provision of high quality emergency and primary healthcare services to the local catchment populations. The medical doctor together with the PHCC/ SRH team will contribute to improving the IRC's existing health programs in the camps.
Major Responsibilities
Clinical Care:
- Provide direct clinical care, working closely with the other health facility/ medical mobile team clinical staffs/ midwives to ensure the delivery of high quality comprehensive emergency and primary healthcare services/ MCH care services and sexual and reproductive healthcare services are ensured
- Manage Medical, Pediatric, Neonates and Obstetric emergencies presenting to the PHCC/ SRH, ensuring appropriate referral as needed
- Provide clinical support to the teams and clinicians. Monitors prescriptions and conducts audits to ensure legitimacy and clinically justified based on WHO/MoH protocols
- Ensure all patient consultations and treatments are appropriately recorded
- Oversee the provision of quality care within the PHCC/ SRH, ensuring consultations and treatments are in line with relevant clinical protocols, guidelines and standard methodologies
- Provide health and hygiene promotion to patients and caregivers
- Ensure that IMCI protocols are implemented and followed by all staff (MA, Nurses, Midwives, vaccinators)
- Ensure appropriate infection prevention and control measures are in place at the PHCC/ SRH and monitor staff adherence
- Ensure patient confidentiality is respected, and that all consultations are conducted in a dignified and respectful manner
Staff Supervision & Development:
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
- Provide medical support and mentorship to other clinical staff, providing on-the-job training where needed
- Directly supervise the following staff Medical Assistants, Midwives, Nurses, Dispensers, vaccinators
Project Management:
- Responsible for the overall technical and administrative over sight of the PHCC/ SRH services
- Ensure a strong partnership with MoH and other stakeholders in the Upazilla
- Plan and implement outreach activities with the rest of the team to access "hard to reach" and vulnerable beneficiaries to increase service utilization
- Oversee the training of community volunteers to provide community mobilization and awareness raising
- Ensure regular inventory and consumption tracking of medical drugs and supplies
- Work with relevant staff to ensure prompt requesting of medical drugs and supplies
Monitoring & Reporting:
- Ensure all patient consultations are documented and patient records completed
- Assist and supervise medical staff in maintaining facility registers and other data collection tools, ensuring accurate and timely recording of information
- Assist and supervise medical staff in daily collection, compilation and reporting of data
- Submit daily reports in a timely manner
Other Duties:
- Consistently and dedicatedly monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
Requirements
- At least 2 years' clinical experience (including internship period) in primary and emergency healthcare, tropical infections and diseases, integrated management of childhood illness, emergency obstetric care, syndromic management of STIs and clinical care of sexual assault survivor
- Registered and licensed to practice by the Country's Medical Board
- Experience in management of health facilities and staff, including previous experience of supervising and mentoring other health staff
- Ability and flexibility to understand the cultural and political environment and to work well with the local health representatives
- Skills to provide sensitive and appropriate medical counselling
- Excellent verbal communication skills and concise report writing skills
- Required to be team oriented with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, compassion and diplomacy
- Required to be able to and willing to assist with carrying patients on stretchers and carrying equipment
- Ability to be innovative, flexible, adaptive, and willingness to work in potentially stressful and challenging environments
- Ability to live in challenging conditions
Specific Educational Qualification
- Degree of Medicine (MBBS) from a recognized institution
- Must hold registration under BMDC
