BLAST is a leading national legal aid and human rights organization providing legal advice, mediation, and litigation services, and undertaking advocacy to ensure the rights of women, men and children living in poverty or facing discrimination/social exclusion. BLAST works through its Head Office in Dhaka and 25 District-level Offices with 2600+ panel lawyers and 100+partner organizations.

BLAST is looking for a Manager - Human Resource for its Head Office, Dhaka. The Manager - Human Resource must provide human resource support and carry out all HR related activities (Talent Acquisition, compensation and benefits, leave management, Performance management, Learning and development, contract management and employee relations etc) of BLAST lead by Deputy Director- Admin & HR.
Job Responsibilities

Ensure efficient management of recruitment to acquire effective workforce;

Ensure employee on boarding and orientation process properly and on time;

Monitor tenure of contract of all staff;

Follow up with the notice of contract expiry on a monthly basis.

Receive, approve and process contract extension requisition;

Issue and distribute contract extension/release letter to the employee.

Filing all contract related documents in order to smooth functioning of contract management process.

Prepare and implement organizational departmental planning;

Identify staff training needs as per the development plan in discussion with cell heads;

Identify feasible training programmes, external/internal resource persons & institutions and coordinate in arranging training events.

Implement compensation and benefits administration throughout the organization;

Ensure that HR policies and procedures are updated and are being properly followed;

Ensure HR administrative issues are properly done and recorded as per policy guidelines;

Allocate responsibilities and ensure overall supervision of HR officers;

Guide supervisors and staffs in developing individual work plan, follow up and ensure timely submission of performance appraisal ( probationary & yearly);

Ensure performance management of HR Team and BLAST staff in order to ensure highest performance;

Issue different certificates (experience, salary, NOC) to employees

Conduct exit interviews for departing employees.

Provide guidance and advice to all program staff on HR issues to comply with HR policies and procedures in order to smoothly operate day to day HR functions.

Monthly HR report preparation.

Prepare different notes for EC & BoT meeting.

Ensure staff development and career planning in line with the vision and goal of the organization;

Ensure implementation plan of change management process throughout the organization;

Contribute to the process of organizational development;

Oversee management of national and international internship/volunteer placement;

Participate in senior management meetings and contribute to the organizational decision making process related to HR Policies, standard and development, strategic planning process, organizational development and review;

Act as a focal point for all HR audit within the program; Prepare and maintain all HR related documents/files and provide those to the audit team in order to expedite the recruitment process as well as being complaint with the HR policies & procedures of BLAST.

Perform any other tasks as may be required by the management from time to time.
Educational Requirements
-
Master of Business Administration (MBA) in Human Resource Management.

PGDHRM will be an added advantage.
Experience Requirements: At least 4 year(s)
Additional Requirements
-
At least 4 years practical working experience relevant to Human resource in NGO/INGO in similar position.

Experience in NGO/INGO sector preferable.

Should have knowledge of labor Law.

Familiar with NGO and donor HR policies & procedures.

Solid knowledge and understanding of HR processes, policy, and systems
-
Ability to multitask, prioritize, and manage time efficiently.
-
Ability to work well with management and staff at all levels
-
Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel)

Excellent verbal and written communication skills in English and Bangla.

Strong analytical and organisational skills, and proven reporting skills.

Salary

Tk. 55000 - 60000 (Monthly)

Salary, Benefits and allowances: commensurate with experience and BLAST`s salary scale and policy, two festival bonus equivalent to one month`s basic salary each payable after successful completion of 6 months probation.
