Position Description: BLAST is looking for a Manager - Admin & Procurement for its Head Office, Dhaka. The Manager - Admin & Procurement must be a highly motivated individual with a proven track record of work on Procurement. S/he will coordinate and lead/assist all type of Procurement activities.

Purpose of the Job: This position will provide administrative support and carry out all procurement activities of BLAST lead by Deputy Director- Admin & HR.
Job Responsibilities
-
Essential Functions and Responsibilities:
-
Admin: -30%
-
Day to day administrative & operational activities for head office and district offices.
-
Co-ordination of all programme logistics & admin issues
-
Support, including logistic support, to organize meetings, training, conferences and workshops.
-
Establish and manage proper admin filing systems.
-
Prepare all contracts including lease agreements.
-
Monitor and track project asset inventories.
-
Supervise admin officer to maintain liaison with NGOAB to follow-up FD6 and FD7 application approvals, approval of fund clearance and audit reports.

Follow-up DC certificate collections for all projects.
-
Procurement:-70%
-
Carry out procurement for BLAST all projects and units in consultation with the PEC.
-
Ensure full compliance of procurement activities with BLAST procurement guidelines and other established policies as well as donors' rules and regulations.

Prepare and finalise tender documents, requests for proposals, and request for quotations.
-
Set up procurement processes, monitoring systems and mechanisms to eliminate deficiencies in procurement.
-
Plan, organize and lead the bid solicitation processes including preparing standard procurement documents for the procurement of goods and services.

Analyse bids, organise supplier visits, prepare visit reports for finalizing the selection of supplier enlistment.

Ensure all supporting documents in compliance with policy and procedures.

Prepare justification notes with relevant procurement document for approval.

Prepare all purchase orders for goods and contract services.
-
Maintain and update all procurement files and transaction matrices.

Facilitate Units to carry out procurement efficiently and by the BLAST Procurement Guidelines.

Assist PM/PA in developing ToRs and ensure timely publication of tenders.

Consolidate purchase requisitions from different projects and ensure local level purchase and procurement of goods and services following policies and procedures of the organization.

Ensure inventory of Items purchased/ delivery received and distributed to end-user within the stipulated time.

Forward bills and invoices to the Finance department for processing payments

Coordinate all procurement processes and logistic services.

Develop and manage a preferred vendor database.
-
Train BLAST staff at HQ and in the field, on BLAST Procurement Guidelines.
-
Perform other related procurement and administration tasks as assigned by the DD-Admin & HR.
Educational Requirements
-
Master of Supply Chain Management / Masters of Business Administration (MBA).
-
PGD Supply Chain Management will be an added advantage.
-
At least 4 years of practical working experience relevant to administration and procurement in NGO/INGO in similar position.
-
Experience in NGO/INGO sector preferable.

Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel)

Excellent verbal and written communication skills in English and Bangla.

Strong analytical and organisational skills, and proven reporting skills.

Salary, Benefits and allowances: commensurate with experience and BLAST's salary scale and policy, two festival bonus equivalent to one month's basic salary each payable after successfully completion of 6 months' probation. Costs for fieldwork will be borne by BLAST according to its policies.
