Objective of the programme
To provide technical support to the Government of Bangladesh in the design, revision, implementation and monitoring of Essential Drugs and Medicines related policies, strategies and plans; and to strengthen the capacity of the government entities involved in the field of Essential Drugs and Medicines (e.g. Directorate General of Drug Administration; National Control Laboratory & the Drug Testing Laboratory).
Purpose of the activity
To support the Directorate General of Drug Administration (DGDA) in establishing effective web-based solutions to ensure regulatory oversight over field-based activities and facilitate effective information sharing and discussions among the DGDA field force and senior management in Dhaka and divisions.
Description of duties:
Under the direct supervision of WHO Technical Officer, Essential Drugs and other Medicines, and in close collaboration with Directorate General of Drug Administration, the consultant will have the following job responsibilities:
- Provide training to health professionals on reporting Adverse Events Following Immunization (AEFIs) using DGDA online platform
- Provide technical support for safety monitoring of vaccines, with emphasis on the COVID-19 vaccination.
- Develop platform for web-based version of Bangladesh National Drug Formulary (BDNF).
- Lead and manage the development of functionality, requirements and functional specifications of DGDA portals including dashboards, reports, integration with other sub-system wherein applicable.
- Establish system for updating medicines price information on DGDA website to reflect latest information as provided by marketing authorization holders.
- Ensure smooth running and conduct troubleshooting when necessary, of mobile phone application for reporting on adverse drug events.
- Oversee the installation, networking and operation of a virtual meeting system in DGDA premises.
- Develop DGDA dashboards for reporting key regulatory activities including inspections, post-market surveillance, substandard-counterfeit product seizures and laboratory testing.
- Liaise with USAID/MTAPS for integration of DGDA server and other ICT systems with hardware and software already installed with SIAPS/MTAPS support.
- Provide technical support to DGDA in hosting and management of virtual meetings and providing training to DGDA officials on use of the virtual meeting system.
- Extending any ICT support required by DGDA and WHO during duration of the contract.
Required Qualifications:
Education:
Essential:. Masters degree in in Computer Science, computer engineering, statistics or related field.
Desirable: Training in web base design and implementation and database management.
Experience:
Essential:
Minimum 10 years of proven experience in IT/ITES sector. Experience with enterprise server and network infrastructure development is required. Hands on experience with web application/portal development by using PHP, HTML 5, JQuery, CSS3, Bootstrap 3 / 4 and/other open-source framework is require. Experienced with server and information security assurance is also required.
Desirable:
Demonstrable working experience with database design, development and monitoring for any large scale/government/e-governance system. Experience SQL coding on MySQL, PostGre, Oracle cloud/enterprise database, MS-SQL server installation, administration and database tuning, monitoring, upgradation is required. Knowledge on data analytics, data science, big data are added advantages. Working knowledge on internet technology, IoT, setting up router and network switches, access control and related devices, system monitoring and time to time upgradations.
Work experience with iNGO, NGO and GoB. Experience with DGDA and health service. Working Knowledge on pharmaceutical regulatory system implementation is added advantages.
