Harmful Practices Program Coordinator (Programme and Finance) at Divisional and District Levels for Empowerment of Adolescent (EoA) Programme with MoWCA

A. Objectives
The objective of this ToR is to hire a national consultant to provide support, ensure regular monitoring and implementation of child protection (harmful practices and violence against children and women) and, adolescent empowerment programme in coordination and collaboration with Department of Women Affairs (DWA) and other relevant stakeholders. The specific objectives are as follows:
- To work in a coordinated manner with all the relevant sectors (education, health, nutrition, C4D) to roll-out child protection programme to eliminate harmful practices and Violence Against Children and Women (VACW), Gender Based Violence (GBV), Standardized Adolescent Empowerment Package (SAEP) including Positive Parenting, Online Safety, COVID-19 prevention, End Child marriage and use of toll-free child helplines (1098, 109) to:
- Adolescents of APC, KKC, UNFPA clubs;
- DWA field officials and Gender Promoters, field supervisors and trainers of Adolescent Friendly Health Corners (AFHCs) and relevant actors and existing committees such as: Child Marriage Prevention Committee (CMPC), Ministry of Sports and Youth (MoSY), Ministry of Education (MoE) and Ministry of Health and Family Affairs (MoHFA) etc.
- Front line workers of APC, KKC project, UNFPA clubs, public schools and AFHCs.
- Parents, caregivers and CBCPC members
- Social Workers and other relevant CP actors.
- To ensure monitoring and implementation of Empowerment of Adolescent (EoA) programme in coordination and strong collaboration with all the relevant programme sections of UN Agncy.
- Capacity Building of the children and adolescent club members, parents, caregivers, CBCPC and other relevant Child Protection actors including other relevant sectors as appropriate, namely health, education, nutrition and C4D.
- To provide financial management support to District Women Affairs Office (DWAO), UN Agency zone office and APC project as part of regular monitoring of financial expenditures (DCT and Liquidation).
Description of the major assignments:
- Program implementation in all the zones
- Coordination and collaboration with all relevant stakeholders as mentioned above.
- Capacity Building of the children and adolescent club members, parents, caregivers, CBCPC and other relevant sectors as appropriate.
- Financial management of the programme implementation under the APC project.
- Ensure proper distribution of supply items and end user monitoring of the EoA programme
- Monitoring, evaluation and quality assurance of Empowerment of Adolescent (EoA) programme.
- Reporting and documentation to UN Agency and APC following the guidelines provided by UN Agency and APC project.
- The Adolescent Coordinator (AC) will report to the CP officials of UN Agency and APC project.
B. Background
Bangladesh is home to over 160 million people. More than 64 million children make up around 40 per cent of the population including the adolescent1 girls and boys constitute over 23% of the population, a total of at least 32 million individuals. The current adolescent population provides opportunity for demographic dividend in Bangladesh. Acting out, or misbehaviour, is often associated with ineffective parenting. It negatively affects children across socio-economic backgrounds. While ineffective parenting might not solely be the blame for negative behaviours in children, parenting contributes significantly to children's behavioural outcomes. The Government of Bangladesh has strengthened the national legislation and policy frameworks for children through the Child Policy of 2011 and the National Children Act of 2013. The country is also a signatory to the UN Convention on the Elimination of all Forms of Discrimination against Women (CEDAW), and the Convention on the Rights of the Child (CRC). All these efforts will be directed towards the realization of the survival, development, protection, and participation rights of adolescents with equity in Bangladesh.
Adolescence, defined by the United Nations as the period between the ages of 10-19 years, in the transition from childhood to adulthood – a period when many critical factors influence the foundations for adult life. The challenges faced by Bangladeshi adolescents are multi-sectoral and inter-linked and they require urgent attention. Lack of convergence, affirmative action and strong leadership at policy level have impacted shortfalls in terms of enabling environment, supply and demand side related to adolescent wellness. Adolescents continue to face multiple deprivations and challenges. Girls and boys experience different socialization processes where a patriarchal societal mind-set plays a key role in making them future adult females and males. Teenage pregnancies, micronutrient deficiencies, risky sexual behaviour, sexually transmitted infections and HIV/AIDS, injuries, tobacco, alcohol or drugs, exposure to mental trauma continue to be concerns during adolescence.
UN Agency Child Protection Section has been supporting MoWCA for implementing the Project titled, "Accelerating Protection for Children (APC)" for the protection of children, the empowerment of adolescents and parents as agents of social change in all Divisions including Dhaka. UN Agency and the APC Project, MoWCA agreed to shift the current implementation modalities/approaches from CSO to Government for the sustainability and scalability of the programme aiming to empower the adolescents in Bangladesh. This position 'Adolescent Coordinator (Programme and Finance) at Divisional and / or District level (s) to be recruited by third party will coordinate with APC Project-Dhaka, District and Upazila Women Affairs Offices and UN Agency Zonal Offices and provide technical support and guidance to the Child Rights Facilitators (CRF) and Adolescent Club Organizers and other sectoral such as: AFHCs, Public School, Child Marriage Prevention Committee (CMPC) front liners in implementing the project interventions for achieving desired results.
C. Scope Of Work
Work closely with Deputy Director (DD) and Upazila Women Affairs Officer (UWFO) under DWA,Child Rights Facilitators (CRFs-APC) and Adolescent Club Organizers (ACO), KKC, AFHCs under MoHFA), CMPC under MOWCA and Public Schools under leadership of UNIC Child protection Officers at each zone for smooth implementation of EoA programmes. The specific scope of work is as follow:
- Provide technical support and guidance on SAEP rolling out and capacity building initiatives of the adolescent club members (APC and KKC), Parents, Caregivers, CBCPC, KKC, project staff including personnel from other sectors (Health, Nutrition, Education, C4D, CMPC etc.) at sub- national level, relevant government, and non-government stakeholders/counterparts.
- Coordinate with DDs-DWA in multiple districts for planning, and implementation of EoA programme including other relevant sectors as mentioned above.
- Coordinate with DD-DWA and UN Agency zonal office in preparing work plan, budget, and implementation.
- Coordinate with District and Upazila Women Affairs Offices (UWAO) for arranging trainings, meeting, and other activities involving members from other relevant sectors as mentioned above. Coordinate with zonal level adolescents' network, front liner workers of APC, KKC and other actors including KKC under DWA, AFHCs under MoHFA), CMPC under MOWCA and Public Schools under MoE for smooth implementation of EoA programme
- Identifying needs of necessary supply and logistics and ensure proper distribution and utilization of all supply and logistics by the project staff and stakeholders including regular reports on status of supplies.
- Identifying training needs, prepare training plan and train in coordination with DWAO and UNI Agency zonal office for the project staffs for Prevention of Sexual Exploitation and Abuse (PSEA), and Child Safeguarding including staff from other relevant sectors as mentioned above.
- Support to APC project to prepare fund requests, fund utilization and liquidation following the HACT procedures within time.
- Provide financial management support to District Women Affairs Office, UN Agency zone offices and APC project as part of regular monitoring of financial expenditures (DCT and Liquidation) of the EoA programme.
- Organize regular programme monitoring visits, donors/ GoB visits to ensure mitigating the gaps for quality improvement, provide on-the job training to the staff members (as appropriate) and submit progress reports to UN Agency, DWAO, APC project and other relevant sectors including preparing Human Interest Stories (HISs).
- Prepare monthly, quarterly, half-yearly, annual programme report (quantities and qualitative) and financial reports.

E. Reporting requirement
The consultant will be reportable to UN Agency CP officials in the respective zones.
F. Consultancy Costs
- The Consultant BDT 70,000.00 per month consolidated.
- The Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
G. Profile Requirements Qualification Skills
- University degree in Social Science, Business Studies, Law, or any other relevant discipline.
- At least 5 years' working experience in the development sectors
- Candidates having experience of working in adolescent programmes including working as Peer Leaders (PLs) in the adolescent clubs will be preferred
- Demonstrate strong competencies in drive for results, communication and working with people. Knowledge of the adolescent empowerment programmes is essential
- Experience in working with government counterparts and civil society organizations will be an asset
- Excellent communication and presentation skills on programmatic perspectives in Bangla & English
- Fluency in Bangla and English required
- Willingness to travel frequently, including hard to reach and remote areas
