Organizational Setting
The Position:
The GBV Programme Analyst is based in Cox's Bazar Sub Office, as part of the gender component implementation team for Health and Gender Support Project (HGSP) funded by the WB. S/he shall directly report to the GBV Programme Specialist.

Job Purpose:
Recently, The World Bank (WB) approved a grant of USD 150 million to Government of Bangladesh (GoB) for the Health and Gender Support Project (HGSP) in Cox's Bazar (CXB) district. The Project aims at improving access and utilization of Health, Nutrition and Population (HNP) and Gender Based Violence (GBV) response services among the host and the displaced Rohingya population in the district. CXB lags behind in all key HNP and GBV indicators relative to the national average.
In response, the GoB developed a separate operational plan to implement this project for a period of three years from July 2020 to June 2023 and contracted UNFPA to implement SRH and GBV components of the project.
A team of SHR and Gender programme staff, hired under this project, will work in a coordinated manner to ensure timely implementation of activities and compliance with the donor requirements of programme and financial reporting. A clear line of reporting for both technical and financial obligations will ensure efficient management of HGSP.
Under overall guidance of the Gender Unit Chief and direct supervision of the GBV Programme Specialist, the GBV Programme Analyst will be engaged in the GBV component implementation of the HGSP in Cox's Bazar. The incumbent will facilitate the overall workplan (WP) management for all implementing partners in frames of the WB GBV component in line with UNFPA internal guidelines, policies and procedures along with Social and Behavioral Change Communication (SBCC) /Social mobilization interventions. This will imply coordination among all IPs as well as the GBV component implementation team for successful and synergized implementation of the workplans, their monitoring, timely revision, etc.
S/he will closely work with Implementing Partners' (IP) focal points and liaise with other team members of WB GBV component, as well as with the Country Office (CO) Sexual and Reproductive Health and Rights (SRHR) team, GBV in Emergency (GBViE) team and GBV Sub Sector in Cox's Bazar Sub Office.

Main Tasks & Responsibilities
- Programme and Technical leadership:
- Bring coherence and synergy between various IPs in frames of the WB using a results-based management approach to planning and design, implementation, monitoring and evaluation.
- Coordinate and work closely with the SRHR programme (development and humanitarian), GBV in Emergency (GBViE), GBV Sub Sector and other relevant stakeholders to create synergy in programme management with the view to achieving seamless humanitarian and development collaboration.
- Lead and guide the capacity development of the WB IPs on WP management as in line with UNFPA Policies and Procedures Manual (PPM).
- Produce/adapt capacity building training module/updated training materials for SBCC/ social mobilization and awareness raising on GBV prevention and response in coordination with relevant counterparts/GBV actors in Cox's Bazar and CO;
- Identify exiting gaps, if any, in the WP management for the WB gender component IPs, and take corrective actions.
- Provide technical guidance to IPs for designing and implementing the social and behavioral change communication (SBCC) interventions
- Provide necessary support to strengthen the operation of One Stop Crisis Centers in district hospital and One Stop Crisis Cell in upazila health complex to provide 24/7 services to GBV survivors.
- Contribute to set up GBV Complain Response Mechanism (CMR) at organization/facility and community level as necessary jointly with SRHR and GBV team in CO and CXB and IPs.
- Monitoring and Evaluation:
- Monitor the progress against the WPs of the WB Implementing Partners for GBV component.
- Prepare regular progress/after action/ monitoring reports, annual report, document lessons learned, challenges, and share with relevant units as necessary.
- Strengthen linkages between existing initiatives of Gender, SRHR and Humanitarian units of UNFPA to ensure synergies between humanitarian and development settings that maximize programme impact.
- When requested, represent UNFPA in relevant development and humanitarian coordination body settings, including government to effectively liaise and advocate SRHR and GBV issues to be adequately considered and reflected in the development efforts within the district.
- Partnership Building and Resource Mobilization:
- Regularly coordinate and liaise with district, upazila and union level health and family welfare centers to provide necessary support to the IP to manage the One Stop Crises Centers.
- Develop and maintain partnership and collaboration with external/internal counterparts, including the UN/development/national partners for advocacy, technical cooperation, programme coordination, resource mobilization, and knowledge sharing in the area of gender equality and women's empowerment.
- Develop and ensure quality of funding proposals related to Gender/GBV for the development and emergency program (Natural disaster) for CXB and CO.
- Capacity Development:
- Ensure the coordinated technical assistance and institutional capacity building support are provided to Implementing Partner (IP) and other GO-NGO stakeholders to implement the project interventions.
- Provide training for project staff and other relevant stakeholders on WP management, necessary tools, including practical exercises on data collection, reporting and monitoring.
- Provide technical assistance for the capacity building on awareness raising of various groups (formal and informal) on GBV prevention and response including referral.
- Guide capacity building of GO-NGO stakeholders on GBV prevention and response and SBCC/social mobilization and awareness raising.
- Guide capacity building of IPs to work with men and boys.
- Provide technical support to the IP for the capacity development of frontline health workers on GBV and health sector response to GBV.
- Provide consultation to program managers/officers on implementation and funds management.
- Provide recommendations to the project staff of Implementing Partners on their development needs.
- Support to conduct Protection from Exploitation and Sexual Abuse (PESA)/ and or Prevention of Sexual Harassment and Abuse of Authority (PSHAA) training for internal team and IP staff as necessary.
- Carry out any other duties as requested by the Chief of Gender, Representative and/or the Deputy Representative.

Qualifications and Experience
Education:
Advanced degree in in Social sciences/Gender studies/development studies/ Law or related subject.
Knowledge and Experience:
- Minimum 2 years of professional experience in the field of development and population activities, with experience in programme/project management, preferably related to GBV/Gender and r other relevant experience.
- Experience in coordination and liaison with government counterparts and other stakeholders, including NGOs and communities.
- Preferred experience in project management/funds management.
- Proven relevant experience in developing training curriculums, modules and materials on Project management, fund management, as well as GBV case management/ GBV prevention/ social mobilization/life skills/women empowerment or gender equality.
- Experience in designing and implementing social and behavioral change communication(SBCC) /social mobilization programme.
- Experience in the area of men-engagement for gender equality and work to include men and boys.
- Knowledge on integrated GBV and health/reproductive health service and comprehensive service for GBV survivors will be added advantage.
- Knowledge on survivor centered approach.
- Excellent Computer skills: MS Word, Excel, Access and database software, including in depth knowledge of pivot table/chart analysis.
- Good understanding of international GBV programming/ best practices and guidelines.
Languages:
Fluency in Bangla and English is required with a high quality report writing skills.
