Reporting to: Child Protection Officer, Dhaka, Bangladesh
A. Objectives:
To support Directorate General of Health Services to adopt necessary strategies to prevent drowning among children in Banglades. To support to bring them on board to initiate campaign and awareness among communities to prevent drowning.
B. Background:
Drowning has been the cause of over 2.5 million preventable deaths in the past decade but has been largely unrecognized relative to its impact, and Asia is carrying the highest number of drowning related deaths . This is a social equity issue that disproportionately affects children and adolescents in rural and climate affected areas, with many countries reporting drowning as the leading cause of childhood mortality and drowning being among the 10 leading causes of death globally for 5- to 14-year-olds. Commonwealth Fact Sheet on fatal death due to drowning shows that 51% of fatal drowning Commonwealth countries occurred among children and adolescents (0-19 years) and 26 per cent under five.
Considering the situation, General Assembly on its 75th session has adopted a resolution on global
drowning prevention and called the members states to take appropriate policies, measures and action to prevent drowning. The global leaders agreed to mark 25th July as "World Drowning Prevention Day" and observe the day with due respect to create greater awareness and take action.
Drowning is very common in Bangladesh across the age group and children are the most vulnerable to it.In Bangladesh, while childhood deaths due to communicable infectious diseases were on a decline in thpast decade, deaths due to injuries in the same age group were increasing. The country ranked seconwith 14,029 fatal drowning cases every year and constitutes 8.94 per thousand. Approximately 14 percent of the country remains underwater throughout the year, where frequent flooding turns disastrouMost of the under-five drownings occur in the nearby water bodies
C. Scope of Work:
The incumbent will provide supports to the Non-Communicable Disease Control (NCDC) unit under the DGHS to develop a national strategy to prevent drowning in Bangladesh. S/he will coordinate with stakeholders including Ministry of Women and Children Affairs, Ministry of Disaster Management,Ministry of Education, Ministry of Youth and Sports and relevant CSO partners for consultation on the draft strategy. Further support the NCDC to popularize the newly adopted day by the UN on World drowning Prevention Day on 25 July and create greater awareness among communities and parents by marking the day with. The assignment includes development of a module for supplementing with the Child Protection Resource Package on drowning prevention issues to build capacities of children and communities to take measures on drowning prevention.

F. Consultancy Cost:
- The Consultant will get BDT 1,80,000/- per month.
- The Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
G. Profile Requirements Qualification Skills:
Education:
An Advanced University Degree in social and behavioral science, sociology, anthropology, psychologyeducation, ECD, communication, development studies or other related field with professional qualification below:
- Sound knowledge on the context of Bangladesh on drowning prevention and swim safe.
- Relevant experience in related areas in a UN system agency or organization and experiencmanaging multi-stakeholder partnerships.
- Demonstrated experience in working at the policy level in the development context of Bangladesh.
- A minimum of 8 years of professional experience in the field of drowning prevention and safe.
- Excellent organizational skills and ability to handle and complete multiple assignmentscompeting deadlines.
