SHUJAN-Shushashoner Jonno Nagorik (Citizen for Good Governance) was formed in 2002 as an initiative of a group of concerned citizens of Bangladesh with the purpose of promoting democracy, decentralization, electoral reforms, clean politics and accountable governance. As a non-partisan pressure group, it provides an effective platform for people to discover their voices and be heard. SHUJAN has already achieved solid successes in its priority areas.
Since its inception, SHUJAN has mobilized thousands of citizens from all walks of life - citizens who are disenchanted with the present state of Bangladesh's politics and governance. ln the process, it has become a large, decentralized network of committed individuals from the capital city to down to the villages. SHUJAN is not a traditional NGO; rather it is a volunteer-based movement in which citizens themselves invest both their time and money to carry forward its work.
Position Summary:
The Shujan seek a dynamic and experienced Bangladeshi citizen for the position of Deputy Chief Executive to lead a group of patriotic volunteer team and oversee all program, finance, administration and HR. The position requires the ability to lead and oversee program design, implementation and expansion, monitoring and evaluation of all programs under the guidance of the Chief Executive of the Shujan. The duties include staff management, organizational development, developing and maintaining relationships with key partners, senior government officials, distinguished community leaders and mobilizing them, nursing the Shujan network, preparing various programs and donor reports, and developing grant proposals for institutional fundraising.
Responsibilities
Program Design and Direction:
- Understand, embrace and espouse the principles of the organization
- Provide leadership and guidance to program implementation teams with all necessary assistance to ensure that program activities are carried out in accordance with plans, in a timely manner and with high standard of quality. Coordination and day-to-day support to the programs
- Develop and implement annual work plans
- Define, articulate and propose issues for reform that create bottom-up, decentralized democratic governance
- Keep abreast of socio-economic and political changes in the country and undertake timely strategic review of the organization's program and strategy to ensure continued relevance in the rapidly changing environment
Management:
- Provide policy advice and support to the Chief Executive
- Develop ideas on organizational priorities and conduct strategic and operational planning exercises
- Support in developing and managing annual operational budget
- Provide management expertise and leadership to a technically diverse team and create a work environment that promotes excellence
Partnership Building:
- Represent the organization in high level national, regional and international meetings, conferences, forums and other public events and contribute toward consolidating and raising the profile
- Build and maintain productive relationships with government officials, policy makers, donor agencies, national and international organizations, political leader/activists, civil society leaders and electronic and print media
Funding and Grant Management:
- Develop networks and partnerships with national, regional and international institutions in Bangladesh and spearhead donor collaboration, fund raising and project development within the country.
- Keep abreast of the trends within the donor environment in the country and internationally
- Undertake diversified local and international fund-raising initiatives to strengthen the program funding and sustainability
- Ensure that effective grant management systems are in place and are in consistent with the organization's overall fund seeking and management policy
Resource Mobilization and Allocation:
- Develop effective resource mobilization strategies and prepare grant proposals to secure funds from donors
- Ensure efficient resources' allocation based on program priorities and goals
- Collaborate with finance and resource management teams to optimize resource utilization.
- Collaborate with the finance team to develop accurate and compelling project budgets
Financial Stewardship and Compliance:
- Oversee financial management processes to ensure integrity, transparency, and compliance with relevant financial policies
- Conduct regular reviews of financial reports and budgets to identify and address any discrepancies
- Collaborate with internal audit teams to ensure adherence to financial policies and standards
- Coordinate with the finance team to ensure timely and accurate financial reporting
- Address any financial compliance issues promptly and implement corrective actions
Qualifications, experiences and expertise
- Master's Degree in Economics, Public Administration, political science or other related disciplines from reputed university, preferably from a western university
- 15-20 years of experience, including 10 years in a top managerial position of public, bi-lateral or multilateral development institutions or non-profit organizations
- Sound knowledge of development concepts especially local government, good governance, human rights, and political reforms
- Sound knowledge on socio-political culture of the country
- Proven ability to inspire and mobilize volunteers
- Proven track record in strategic planning, program development and fundraising
- Strong team-building and representational skills
- Demonstrated management skills and experience in supervising multi-disciplinary teams
- Strong analytical and problem-solving skills, creativity, resourcefulness and flexibility
- Excellent verbal and written communication skills in Bangla and English
- Proven interpersonal and intercultural skills, including flexibility and sensitivity
- Exceptional transformative leadership skills for building leadership of others
- Proficiency in MS Office suite, with expertise in Excel, power point
- High level of knowledge with Google Suite and tools
- Ability to work with a shifting daily schedule, including outside of regular working hours and days.
- Ability to travel domestically as and when necessary
- Sound judgment, able to troubleshoot problems, come up with creative solutions, while also identifying issues which need to be escalated
- Excellent analytical, problem-solving, and decision-making skills
