Data Analytics Officer

Reporting to: Statistics and Monitoring Specialists, SPEAR
A. Purpose:
Under the supervision of the Statistics and Monitoring Specialist (P3) of Social Policy, Evaluation Analytics and Research (SPEAR) section, the Data Analytics Officer will work within the SPEAR section to support the statistical, evaluation, research and reporting work with special attention to the interest, concern and participation of primary stakeholders, both internally with programme sections and externally with government partners. The primary function of this Data Analytics Officer is to analyze and compile data, support the development of new tools for data collection/analysis/dissemination, and more broadly, support of, and reporting on, the situation of children and women in Bangladesh.
This consultancy position is complementary to the Data Analytics team capacities and skills, with advanced statistical knowledge and abilities to produce in-depth primary and secondary quantitative data analysis and provide methodological quality assurance on strategic evidence generation activities commissioned by both UN Agency and from government partners.
1. Background:
The Bangladesh Country office (BCO) supports programme sections and government ministries and departments to advance towards the full realization of all child rights to ensure that no child is left behind. Social Policy, Evaluation, Analytics and Research (SPEAR), a cross-sectoral section in BCO,provides both a technical advisory and oversight role, guiding programme sections in designing,implementing and utilization of results for children through systematic evidence generation initiatives.
In 2017, UN Agency also developed a global Data for Children Strategic Framework (DCSF), which outlines UN Agency general approach to data work – including the full spectrum of work required to drive demand for, strengthen the supply of, and enable the use of data – as well as some concrete directions for the organization as a whole. The next step is implementation of strategic planning of data investments in Bangladesh over the remainder of this Country Programme and the next.
2. Objectives, Purpose and Expected Results:
The overall purpose of this consultancy is to provide in-house advanced statistical analysis skill to the Data Analytics team in order to provide real-time and strategic data insights on both UN Agency commissioned evidence generation activities as well as government-led initiatives strategic to UN Agency positioning and interventions in Bangladesh. The specific objectives of this consultancy are two-fold:
- To lead technical implementation of secondary data analysis based on MICS/DHS/other large-scale surveys closely with BBS (including but not limited to: data quality review, indicators calculations and data table generations according to international standards) and finalize ongoing analysis efforts and related evidence products (including but not limited to: Multidimensional Poverty Index (PMI),Demography dividend, MICS-EAGLE, MICS-districts analysis, Equity profile, Thematic reviews, COVID-19 impacts analysis).
- To provide advanced quality assurance on statistical methodology and data processing (tools preparations-questionnaires, oversee data quality during fieldwork and syntaxes for generating data tables) for new validated and thematic surveys, studies, and research implemented by partners or contractors.
3. Description of Assignment:
The key functions and duties of this consultancy include:
Data collection, data compilation, analysis
- Support UN Agency and sub-national level data collection and analysis mainly at the outcome/impact levels of relevant indicators
- Validate data from various sources, to ensure they are of high quality and meet the key standards before inclusion into UN Agency, publications, press releases, briefing notes, and presentations
- Carry out analysis and interpretation of data relevant to children and women including contributions to the UN Agency flagship publications and other reports (factsheet, brochure),as well as the preparation of peer reviewed journal articles
- Support dissemination of data, estimates, analyses and other products to maximize the use for advocacy, programming and planning purpose
Data management and capacity building
- Establish and maintain datasets of particular relevance to SPEAR work. Undertake data cleaning and labelling as needed as part of data quality assurance.
- Support in the interpretation of data and data-driven research, the identification of datasets relevant to their work, and opportunities for conducting or commissioning analyses that could enhance their work.
- Explore and uncover new and innovative sources of data that can be combined with existing datasets to generate new findings, for example through techniques such as web- scraping.
- Engage in data analysis and management-related capacity building with government counterparts, as identified.
Methodological development and interagency partnerships/working groups and committees
- Contribute to the on-going improvement of data quality at collection stage, including through household surveys and routine reporting systems
- Support development, modification, and testing of measurement tools
- Provide organizational support to meetings
Secondary data analysis and development of related evidence products
- Contribute to further analysis of data, including development and identification of appropriate analytical methods (univariate, bi-variate and multivariate)
- Conduct literature reviews and summaries for use in different publications
- Prepare additional analysis for evidence products
Data dissemination and advocacy
- Provide input into technical review committees or focal points on primary data collected by the UN Agency, analyses, and products accessible and available through different media
- Support updating of relevant UN Agency 's related website pages for related indicators
- Support effective and efficient ways to prepare and disseminate products, and provide inputs for making data, analyses, publications, and other relevant products accessible and available through a variety of channels that target different audiences.
Knowledge Management and Networking
- Support to maintaining the reports, data collection tools, policy briefs, infographics, etc.
- Support UN Agency partnerships and networking are effectively supported by relevant evidence-based research and knowledge related to children in the country.

5. Consultancy Cost:
- Consultant will get BDT 300,000.00 per month consolidated package which includes lumpsum travel cost in duty station, so consultant will not claim any travel cost in addition to this.
- UN Agency will provide the consultant with a laptop and desk space.
- Consultant will be allowed to use stationary and other office equipment for completing the work.
- Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
6. Profile Requirements & Qualification Skills:
- Education: An Advanced University Degree (Master's degree) in social sciences, statisticseconomics, data science or related subjects.
Experience:
- A minimum of five years of professional experience is required in Statistical data processing, data analysis, development/ maintenance of statistical databases.
- Previous experience in database management, data visualization, data analysis, methodological development and other areas of applied statistics, data interpretation and use required.
- Expertise in the analysis of household survey data (MICS and/or DHS), data obtained from population censuses, from administrative records and other sources required.
- Experience in writing technical reports and/or peer reviewed journal articles. (Required)
- Proven experience in data analysis and writing to disseminate key data and findings to technical and non-technical audiences, particularly related to children and women.
- Proven, advanced experience in working with STATA and SPSS.
- Proven experience in working with data from household surveys, in particular DHS and MICS (required), and working alongside government counterparts
- Prior experience with UN system agency or organization is an asset.
- Fluency in English and Bangla.
