As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing the technical cooperation projects in the areas of energy, climate change, textile, human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.
GIZ Office Dhaka is currently seeking applications for the position "Contracts Officer".
Responsibilities
The position holder is responsible for the below tasks:
- Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
- Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
- Advise supervisor on all task when implementing GIZ rules and regulation
- Advise supervisor in the field of project's planning, steering and monitoring
- Independently implement goals and requirements set by the line manager
- Make decisions which have a short-term effect within a limited project area/ unit
- Assist supervisor to identify day to day problem and suggest appropriate solution
Tasks
In this context, the position holder fulfils the following tasks:
Core scope of tasks
The position holder will
- Prepare local and international contract for local and Regional Appraiser/Consulting Firm considering provided request from the projects
- Undertake formal and informal competitive tendering for local and Regional Appraiser/Consulting in line with GIZ regulation
- Review proposed honorarium in line with local standard GIZ grid
- Enter into vehicle agreements
- Prepare the financing agreement and local subsidy in standard template in line with GIZ requirement
- Arrange necessary initiative for signing contract
- Keep database on Contractors in CoSoft
- Assist in disbursing payment by checking invoice, confirmation of service and other documents
- Organize courier delivery regarding Int'l Contractual documents to HQ
- Assist the international consultant in order to foster the payment from HQ
- Support in archiving the necessary documents of contract
- Upload the Contracts in DMS
- Support in updating Contract records
- Negotiate in terms of service procurement as and when required
- Make sure that the contractual obligation challenges are managed at the planning
- Implementation and support phases
- Prepare purchase order of goods
- Contracting of services for the GIZ Country Office programs/projects
- Ensure proper compliance of P+R in working processes
- Check contracts and agreements are governed by the law of land
- Maintain contract plausibility, commercial condition and legal aspects
- Guide projects in contracting rules and procedures
- Effective co-ordination with team members, respective projects and different divisions of country office
Other duties/additional tasks
The position holder
- Prepare contract in casual template and using SAP
- Prepare annual reports concerning procurement of services as needed
- Assists in and/or carries out other project activities and tasks as assigned
- Undertakes further job training related to his/her position and duties if required
Required qualifications, competences and experience
Qualifications: Master in any discipline of Business Administration while focus in International Business/Management/Finance/Marketing is preferred.
Professional experience: 3 years of professional working experience in the field of contracts management/ procurement of services
Other knowledge, additional competences
- Ability to work well under pressure and must be a strong team player
- Must have good interpersonal and communication skills both oral and written
- Fluency in English is essential
- Knowledge of German Language is an asset
- Ability to work in an intercultural environment
- Proficient in computer and internet based applications
- Excellent working experience in modern IT systems (SAP exposure will be preferred)
