Construction Officer (NO-A)
Duty Station: Cox's Bazar.

Reporting to: Construction Engineer
A. Objectives:
Under the general direction and supervision of the Construction Engineer, the
Construction Officer will be required to:
- Monitor and inspect the execution of the works, verify progress milestone as per planned schedule, check materials quality and field test.
- Assist to build up smooth coordination with UN agency, consultants and construction companies.
- Assist to certifying construction work specification and recommendation for payment as per set milestone.
- Assist team for relevant approvals from different authorities.
- The Construction Officer will provide support for the construction activities mainly for but not limited, to the UN agency Cox's Bazar field office extension.
B. Background
In year 2018, as part of the UN Joint Programme of Assistance for the Forcibly Displaced Myanmar Nationals (Rohingya Refugees) UN agency -Bangladesh (UN agency BCO) established an Emergency Field Office in Cox's Bazar town within the UPAL motel compound along motel road. UN agency has leased the current land where the UN agency Offices in Cox's Bazar are located from Bangladesh Parjatan Corporation (BPC) with an initial gross area of around 28,000 sq.ft .Currently UN agency Cox's Bazar field office is operating from its offices located in this area to provide humanitarian response to the Rohingya Refugees in the camps and Bahshan Char as well as implement developmental programmes in the host communities of the Cox's Bazar Upazila current office and other facilities were established considering 60 staff members however, as the Refugees continues to benefit from the humanitarian support from UNICEF for their livelihood and UN agency has also extended its support to host communities within the Cox's Bazar 8 Upazilas, the number of UN agency staff has grown to around 150 staff members. This number is more than double the initial number that was envisaged during the early years of the Rohingya crisis. The current office building does not provide the required space for staff members to work comfortable and it is against the UNDG office space specifications for UN staff members to work comfortably. In addition to this, the Covid 19 pandemic requires that staff members work in ana environment which has adequate space to meet the social distancing required for limiting cross infection from Covid 19. For this reason, UN agency BCO management approved that additional office space should be sought from the current landlord where additional office structures can be constructed to decongest the current office space. UN agency Cox's Bazar has successfully negotiated for this land with the landlord-Upal motel management and BPC to have additional land which is adjacent to the current office space. The additional land area is around 19,000 sft. UN agency already initiated the contractual process to hire contractor for land development, internal drain and boundary wall which is expected to start from 1st week of July and the design phase of the entire premisses is going on UN agency's hired third party consulting team.
The construction officer will require to manage the overall activities, provide technical support for all associated works, maintain smooth coordination between all the party's and ensure construction works is being conducted as per the set timeline and standards.
C. Scope of work:
The Construction Officer will provide with support for all activities related to the proposed extension of existing premises
Technical support:
- Provide assistance in site supervision with particular focus on quality management ensuring the full completion of all facilities in accordance to plans and UN agency standards.
- Progress follow up and cross-check measurements prior to payment certification.
- Check and review the construction drawings and BOQs, assess and recommend any modification if required from technical point of view.
- Guide the construction companies, design and supervision consultant in daily construction activities.
Management Support
- Assist the overall project management ensuring constructions works are complete done time, within budget and up to quality standards.
- Timely report to supervisor any potential delays and/or cost overruns; identify remedial actions or alternative solutions, to accelerate/improve programme delivery.
- Keep necessary correspondences with the UN agency management such and give monthly work program and necessary letters regarding the project`s development.
Monitoring and Progress Controls Support:
- Monitor the delivery of contractual terms, certification of works specification, reports and payments from different vendors.
- Monitor the maintenance of buildings with focus on quality of implementation, community acceptance and participation, capacity building of maintenance teams.
- Prepare fortnightly progress reports (internal), site monitoring reports, and stakeholder meeting minutes.
- Ensure project documentation is kept, updated, properly filed, enabling real-time tracking of construction progress.
- Keep the record of inspection, variations etc.
- Monitor execution & Implementation of site construction works according to drawing and project work schedule.
- Implement quality assurance plans.
Communication, Collaboration Support:
- Observe and report back to Supervisor any concerns about the construction & maintenance process overall.
- Maintain necessary and adequate coordination among UN agency relevant team, Contractors & Supervision company.
- Maintain necessary and adequate liaison with local government counterparts and institutions to ensure good cooperation and communication.
D. Deliverables and Schedules:
- Daily Monitoring of site activities as per Project schedule & submission of daily Update Report covering any deviation with the schedule, reason, responsible team impact on entire project & recommendation.
- Conduct weekly & monthly coordination meetings & follow up decisions with relevant parties.
- Review, track & document as built quantity certified by the Supervision &implementation company & update the provision/balance.
- Incident report.
- Final completion report.
E. Reporting Requirements:
Consultant to report to Construction Engineer, UN agency Cox's Bazar and will provide -
- Weekly Report on Progress, action follow up of weekly meetings/site visits, issues, recommendations
- Monthly comprehensive report on completed task by different service providers related to the entire activities.
- Reviewed milestone payment on deliverables of the different vendors for the construction, monitoring and supervision services and any other task
- Facilitate different task completion and handover process & documentation
F. Profile Requirements Qualification Skills:
Education: Bachelor of Science in Civil Engineering
Work Experience: 5-6 years of professional work experience in the field of building construction
and & renovation works
- Ability to conduct field assessment, check technical compliance and specification of construction activities following BNBC and other international code
- Knowledge of structural drawing of reinforced concrete, steel, masonry, and timber as applied to construction of buildings and structures
- In hand knowledge in steel/prefab structure construction.
- Knowledge of finishing works, interior works
- Knowledge & experience of documentation in terms of Project handover
- Proven ability to identify potential problems and recommend appropriate solutions
- Ability to coordinate with UN agency staffs, address & respond to queries
- Language Proficiency: Fluent in Bangla and in English written and spoken
G. Administrative Issues:
- Consultant will be located at Cox's Bazar and report to Construction Engineer.
- Working Hour would be 6 days a week, Saturday- Thursday: 8:30 am to 5:00 pm.
- Consultant will get 175,000.00, BDT per month (consolidated) including travel and DSA;
other cost related to communication equipment, PC/laptop etc. to be bore by the consultant - Office place, working station will be in UN agency Cox's Bazar field office, Motel road, Cox's
Bazar, Bangladesh. - Travel cost or any other travel arrangement to be bore by the consultant.
- Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
