CARE is one of the world's largest international humanitarian organizations, committed to helping families in poor communities improve their lives and alleviate poverty. Founded in 1945, CARE is working across 93 countries to fight global poverty and marginalization. In Bangladesh, it has more than 65 years of experience in improving food and livelihood security, water sanitation and hygiene, promotion of gender equality and women empowerment, improve child health and nutrition to eventually reduce child mortality. CARE has a long history to work with USAID; presently CARE-Bangladesh is implementing the world's largest food security program receiving grants from USAID. CARE-B has received other grants from USAID to implement other programs including humanitarian programs. Recently, USAID has a business forecast on 'Bangladesh Integrated Youth Activity (BIYA)', which is supposed to be awarded by this year. According to the forecast, this initiative is to empower youth to advance economic and democratic opportunities by building skills through appropriate training and linkages with the private sector. The activity aimed at enabling youth to better contribute to Bangladesh's inclusive, resilient social and economic growth, will be accomplished using a cross-cutting, multi-sectoral approach. The activity will empower youth and strengthen the capacity of government and non-government community-based organizations to address youths needs and provide quality, relevant services. This will include youth better able to support communities affected by natural disasters resulting from climate change. CARE seeks a Chief of Party for the anticipated USAID-funded Bangladesh Integrated Youth Activity (BIYA). The Chief of Party is accountable for the overall vision and leadership of the project and is responsible for delivering results. The successful candidate should possess significant senior experience managing program, financial, and operations of USAID or other international donor-funded projects. |
Primary Responsibilities:
- Provide strategic guidance to consortium partners responsible for implementing various project components
- Provide leadership to technical experts and bring dynamic leadership for effective implementation to achieve desired outcomes
- Act as the main focal point for USAID and government stakeholders at national level
- Ensure Positive Youth Development (PYD) approaches are embedded and implemented in all aspects throughout the project cycle management
- Foster active collaboration with youth leaders and youth networks, so that they become a driving force in project learning and decision making
- Develop, track and adapt project workplans in consultation with consortium members
- Oversee financial management as per USAID and CARE policies
- Ensure strong collaboration with Women and Girls Empowerment Program and other USAID projects of CARE Bangladesh for alignment
- Ensure program activities are implemented on schedule and within the approved budget
- Ensure that CARE's PSHEA and Safety & security policies and procedures are applied to all program and staff operations
- Promote a culture of reflective learning and adaptation across the broad spectrum of partnerships and project teams
- Develop, supervise and manage a diverse group of experts and program staff
- With staff and partners, translate project goals and objectives into implementable strategies and plans.
- Oversee the timely and accurate preparation and submission of all project reports and deliverables as specified in the agreement.
- Represent the project at high-level meetings, conferences, and other forum.
- Motivate teams to deliver results by establishing a strong team dynamic, open communications, and leading by example. Promote diversity, equity, inclusion, and belonging in internal operations, management, and program implementation.
- Monitor the progress and pace of project implementation, ensuring that the potential of the program is fully realized through the promotion of high-quality work and internal control;
- Identify problems and risks associated with the timely implementation of activities and suggest appropriate adjustments to activities.
Required Skills:
- Master's degree in a relevant field.
- At least ten (10) years of relevant experience in leading programs focused on youth leadership and engagement, youth economic empowerment/workforce development, youth civic education, or civil society strengthening. USAID program management preferred.
- Previous Chief of Party, Deputy Chief of Party, or senior management experience required.
- Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
- Demonstrated skills building and maintaining relationships with host governments, donors, stakeholders, local organizations, and partners.
- Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
- Experience in developing a project vision, aligning key stakeholders with that vision and ensuring that vision is translated into achievable strategies.
- Experience recruiting, developing, and leading multidisciplinary and multicultural teams, managing complex programs and ensuring project staff meet the highest standards for quality, relevance and on-time delivery.
- Experience managing required programmatic and financial reporting requirements. Experience with M&E is a plus.
- Demonstrated commitment to gender equity.
- Demonstrated skills in adapting project team and scope to the rapid evolution of the context.
- Fluency in English required, knowledge of Bangla highly preferred.
- Ability and willingness to travel as required.
