Chief Coordinator
Objective of the programme
The objective of the programme is to deliver WHO Core functions at country level with a particular focus on the Organization's directing and coordinating role for international health as expressed in the Constitution. The immediate Objective is to develop and sustain WHO as a flexible, learning Organization, enabling it to carry out its mandate more efficiently and effectively. To support the MOHFW coordination office to fulfill its mandate as well as strengthening coordination of health interventions to Forcibly Displaced Myanmar Nationals (FDMNs) including host community in Cox's Bazar through ensuring continuous engagement of the Government health authorities in the planning and implementation of the humanitarian response.
This individual will support the programme by providing technical and administrative services.
Description of duties:
Under the overall guidance of WHO and supervision of DGHS the incumbent reports to DG Health Service.
- Maintain constant liaison, coordination, collaboration and build partnership with the MOHFW, RRRC, Civil Surgeon, Superintendent of Sadar Hospital, DD of Family Planning, UH&FPOs, Camp in-Charges and other stakeholders for proper planning and implementation of health and family planning interventions for FDMNs.
- Represent MOHFW and lead MOHFW CC in Health Sector meetings, Strategic Advisory Group meetings, other health and family planning related forums like RRRC meeting, Sadar hospital coordination meeting, Upazila health facilities coordination meeting, civil military meetings etc. to provide necessary recommendations and ensure follow up on action points.
- Provide technical assistance to the Family Planning department in planning, implementation, monitoring and supervision focusing on quality of services, commodity securities, performance gaps and areas where needs further interventions.
- Support ongoing Immunization activities, Supplementary Immunization Activities (SIAs) and response to vaccine preventable diseases outbreaks in FDMN.
- Work closely with the CS office and Family Planning office to develop relevant policy briefs and public guidance.
- Monitoring and supportive supervision of the personnel for outlining the activities and to ensure their accomplishment of desired tasks. Guide, coach and advocate the staffs to maintain highest standards of conduct and behavior.
- Provide timely assistance for the overall coordination, preparedness and planning for effective MOHFW leadership, operational and strategic management in health and family planning interventions.
- Monitor and report on the implementation of health and family planning interventions, based on local situations/developments make appropriate recommendation to the MOHFW.
- Advocate, promote and encourage the concerned authorities and local opinion makers to uphold established national standards for health and family planning in terms of FDMNs.
- Oversee the monitoring and evaluation of the emergency operations, take corrective actions as necessary ensuring synergies and smooth functioning between the operational and technical components of all actors.
- Support the health sector response in improving quality of care in FDMN/affected host community settings and closely review and strengthen information management related to DHIS2, EWARS, Go data and other reporting mechanism.
- Support CS, DGFP to ensure effective planning, implementation, resource management and operations of.
- Follow up on any technical issues with MOHFW, DGHS, DGFP Dhaka and provide oversight to assessments and monitoring in the field.
- Perform any other responsibilities/duties assigned by the supervisors.
Required Qualifications:
Education:
Essential: First degree i.e. MBBS or four years of bachelor's degree in relevant field with Postgraduate / Master's degree in relevant field.
Desirable: Master of Public Health (MPH)/Epidemiology or any relevant field would be added an advantage.
Experience:
Essential: At least seven years of experience in public health programmes, preferably with international organizations/national organizations;
Desirable:
- Experience in UN agency, International Organization, NGOs, etc.
- Working experience in Cox's Bazar district and/or knowledge on coordination and management of the FDMNs/Rohingya refugees will be a plus;
- Previous work in Government health system under MOHFW will add value the position;
Additional Functional Knowledge and Skills:
- Knowledge and experience of working in public health sector in humanitarian crisis situation will be an added advantage;
