রাশিয়ার ক্রমবর্মান হুমকির মুখে দ্রুত সেনা ও সামরিক সরঞ্জাম পরিবহনের জন্য জরুরি ব্যবস্থা গ্রহণের পরিকল্পনা করছে ইউরোপীয় ইউনিয়ন- ইইউ। তবে দুর্বল অবকাঠামো আর আমলাতান্ত্রিক জটিলতা এখনো এই উদ্যোগে বড় বাধা।
