I. Job Summary:

Cox's Bazar is amongst the poorest districts of Bangladesh. In Ukhia, 33% of people live below the poverty line, and 17% below the extreme poverty line. This is linked to the region's poor land quality and high risk of natural disaster. Since the Myanmar refugee influx in fall 2017, over 902,984 refugees or 201,150 households (HH)s have settled in Ukhia, and Teknaf. Despite limited resources, the local host community population welcomed the arriving refugees during the fall of 2017, sharing food, shelter, and supplies. However, the refugees' extended presence has strained the community's already scarce resources. Within the sub-region, the residents of Ukhia and Teknaf have been particularly affected, with 336,000 residents directly impacted by the refugee influx, leading to a deterioration of relations between these host community members and the refugees. The region is highly prone to natural disasters; it experiences regular cyclones, floods, and landslides with triple global average precipitation. Both individual homes and community shelters are weak and in disrepair. Over 40% of households do not meet Sphere standards; they are overcrowded, weak and highly susceptible to damage and destruction by strong winds, rain, and flooding. Land degradation, including the removal of over 700 metric tons of firewood daily from the area, has led to a loss of topsoil, coupled with the heightened risk of flash flooding, has increased the potential resulting destruction. The accumulation of improperly disposed waste and poor pre-existing drainage systems aggravate these risks and increase the likelihood of damage to host communities' houses. Furthermore, community response plans and structures are ill-equipped to safeguard or offer substantive protection.
CARE Bangladesh is providing life-saving DRR services and site improvement and shelter infrastructure to forcibly displaced Myanmar nationals in Camp's, Ukhia sub-district, Cox's Bazar. With support from IOM, CARE Bangladesh has acted as the Site Management Support Agency (SMSA) for Camp 16 since November 2017. Since then CARE has undertaken various Site Management (SM) and Site Development activities in close coordination with the Office of Refugee Relief and Repatriation Commission (RRRC), and in support of the Camp in Charge (CiC), to ensure a safe and dignified life for the people residing in Camp 16. CARE Bangladesh is working to address critical humanitarian gaps and meet urgent needs through coordination and collaboration with different stakeholders, information management, the linking of community members and persons with specific needs to different service providers, camp operations, Disaster Risk Reduction (DRR), and site improvement works.
The Civil Engineer will be the technical lead for the project and supervise all the schemes under the project. He/ She will be responsible for the entire technical documentations and implementation methodology.

II. Responsibilities and Tasks:

Responsibility # 1: Project Implementation - Technical supervision of the DRR, Site improvement and Environmental Mitigation works.

- Undertake concept, preliminary or detailed designs (including drawings, masterplans, design calculations, cost estimations, technical specifications etc);
- Establish QA/QC plan of the project and ensure QA/QC during implementation phase by involving in direct site supervision, works inspection, etc.
- Establish Heath Safety and Environmental plan in accordance with WFP guideline and /or other international standards.
- Undertaking technical and feasibility studies including site investigations.
- Ensuring projects run smoothly and structures are completed within budget and on time.
- Liaison with project stakeholders to confirm the current status of project elements, determine their level of input to the project; close Coordination with WFP Engineering and SM/SD Engineering staff where required.
- Take part in assessment of new scope work - Reporting key project progress with relevant project data.
- Establish, develop and manage the implementation team and perform their evaluation.
- Prepare project handover documents including as-built drawings, as built BOQ including material and workforce records and ensure proper project close out.
- Prepare detailed designs, drawings, specifications, bills of quantities (BoQ), tender documents and material lists for all activities.
- Prepare a detailed implementation work plan in consultation with project staff and line management, and maintain regular tracking with necessary adjustments to ensure timely completion of all shelter and site improvement infrastructural related projects.
- Work with other sector staff to promote integrated programming across sectors in order to maximize the quality, impact, inclusivity and accountability of the response.

Responsibility #2 : Works supervision and Quality control

- Assurance of the quality of the works during design and construction, continuously inspecting the materials, undertaking tests and generally ensuring a high standard of workmanship and compliance with the specifications and relevant national/international design standards;
- Provide engineering support applying with project management procedure, apply best practices, standards and innovative technologies that comply with WFP standards and processes.

Responsibility # 3 : Provide technical support to other agencies and Information, documentation and reporting

4. Adhere to and support CARE Bangladesh's Safety and Security policy and systems
|

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh's Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

III. Reporting:

IV. Working Condition:

Based in the camp of operation during all working hours, Ukhia, Cox's Bazar district.
|
|
V. Qualification:
|
- 5 to 7 years' professional experience in the construction of shelter and/or construction of civil engineering works in UN or I/NGO activities, or other similar experience.
- BSC in Civil Engineering or Construction engineering,
- Significant proven experience managing construction projects.
- Excellent interpersonal, organizational and leadership skills.
- Experience working in displacement sites including spontaneous and makeshift settlements is an added advantage.
- Previous working experience in UN/INGO agencies will be added advantage.
- Proficiency in Chiitagonian language will be added advantage.
- Computer skills MS office applications (MS Word, Excel & PowerPoint, Autocad).
- Good communication skills in Bangla and English.
