As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing the technical cooperation projects in the areas of energy, climate change, textile, human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.
For the team of our "Social Protection for Workers in the Textile and Leather Sector" we seek applications from suitable candidates for the position of "Health Advisor".

A. Programme Background
The ready-made garment and textile industry is the largest export industry in Bangladesh where more than 80% contribution comes from the sector with more than four and a half million of people are directly involved with this sector. The "Social Protection for Workers in the Textile and Leather Sector" project, together with the Ministry of Labour and Employment (MoLE) and implementing partner, the Department of Inspections for Factories and Establishments (DIFE), the project focuses on piloting the EIS along with digitalization of EIS and improved educational courses on Social Insurance. Related to the EIS pilot, the project aims at supporting the introduction of an employment injury scheme (EIS) for employees in the textile and leather sector in Bangladesh. Building on this, contributions will be made to shaping the social insurance landscape in the formal sector, thereby aiming at strengthening the conditions for improved access to social protection benefits for the workforce. The setting up of the EIS Pilot as a transition phase towards an employer financed EIS is still a high priority. It has both political and technical aspects. Therefore, an adequate balance between support to negotiation processes and technical setup of the EIS Pilot will be needed for the project.
B. Responsibilities
The position holder is responsible for
- managing an area connection to the implementation of the project
- introduce innovations in achieving programme objectives conforming team agreements and/or agreements with the superior
- assisting project initiatives to provide professional advisory services to and cooperate with a broad range of target groups
- advise supervisor on all task when implementing GIZ rules and regulation
- advise supervisor in the field of project's planning, steering and monitoring
- independently implement goals and requirements set by the line manager
- make decisions which have a short-term effect within a limited project area/ unit
- assist supervisor to identify day to day problem and suggest appropriate solution
C. Tasks (Specific for job role)
The position holder will be
- facilitate the finalization of the curriculum on management of occupational injuries, occupational and work-related diseases for the medical staff of the export oriented RMG industry
- plan and support in the implementation of the trainings based on the curriculum on management of occupational injuries, occupational and work-related diseases for the medical staff of the export oriented RMG industry
- devise an impact assessment tool for the training on management of occupational injuries, occupational and work-related diseases for the medical staff of the export oriented RMG industry
- support in the approval of a national disability assessment tool
- plan and implement the RTW interventions at factories
- monitor and provide advise with regards to medical related claim submitted to the Central Fund until claim settlement
- mobilizing the relevant stakeholders including employers' association and trade union in streamlining their required support
- coordinate with international experts and consultants and providing required support as to create the best outputs of assignment
- participate is discussion with other development partners with the aim of synergies
- planning, steering and monitoring of the project activities to achieve the project goals
Other Tasks
The position holder will be
- supporting the project manager with reporting and knowledge management within the project and communicating progress and results to a broad target group
- representing GIZ towards stakeholders and ensure that GIZ values and principles are upheld
- ensuring safeguarding the quality of process of the project
D. Required qualifications, experience and competences
Qualifications
- MBBS
- Master of Public Health or Master of Health Economics preferred
Professional experience
- 5 years in relevant occupational experience with international exposure (or 10 years at the country level) in the development cooperation sector
- 3 years of professional experience and in conducting trainings related to improvements in provision of medical services
- in depth knowledge of human and labour law standards and compliance at company level and in global supply chains, especially in the RMG industry
- knowledge of GIZ's instruments and procedures as well as experience in communication with federal ministries/ policy advice and in cooperation with other donors would be an asset
Other knowledge, additional competences
- ability to work well under pressure and must be a strong team player
- must have good interpersonal and communication skills
- fluency in English is essential
- ability to work in an intercultural environment
- good organizational skills and management expertise
- strong quantitative skills
- willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
